Ojutai Con-Troll: Avert, Help, Engage, Deceive, Redirect, Observe, Neutralize

As a part of *Project 32*, I also need one deck to... stand a chance against certain guys. This can be, no should be as evil as possible. I think, one competitive Commander among 31 themed and/or social decks is okay.
Here's where I'd appreciate your input - I have next to no experience with competitive Commander so any suggestions are welcome.
I'd be willing to invest up to $100 into this deck, but no more than $20 per individual card (unless I happen to already have it around.)

Could you clarify a bit on what "certain guys" are playing?
Like, you need help playing against Exsanguinate, Tooth and Nail, elves...?
Or you need an actual competitive list to play against Doomsday, Zur, Hulk/Flash combo...?

There are all sorts of archetypes - ramp, prison, control, fast combo
I'm asking for advice on a general level - not to build my deck, but to tune it such that it becomes versatile enough to stand a chance against a range of strategies. (I know it's impossible to win every game, but forcing most opponents to actually earn their win is a reasonable goal) It's not supposed to be geared towards specific opponents.
As I said, I hardly any experience with competitive EDH decklists, but I know from other formats, that specifically control decks are difficult to tune.

(I'm sorry, English is still a foreign language for me.)

I hate to be negative, but I don't think this deck list does what you want.

At competitive tables, attacking each player to death (even with a big sword-wielding dragon) is very difficult. It's too slow. Decks need some kind of instant win. And I don't think cards like Guile or Dovescape fit with being as evil as possible.
