If an effect would put your general into your library (Condemn or Bant Charm as example).
Will the general go into your library or can you choose to put him RFG instead ?

Playgroup can rules variation to allow any change in zones to RFG at owner's discretion. We used to play like that. We're humoring condemn currently though, and it's pretty fun. Totally an acceptable rules variation if you're interested...it does a lot to open up gameplay and prevent locks/deck derfderf (when one deck ceases to function and must continue playing a game for multiple hours with no feasible avenue for recovery...)

Official rules say he can go into the library. As warble mentions, you can in your local playgroup make the rule whatever you want.

better to have him go to library than rfg...it's a more "permanent" solution because most decks aren't built to find the General with their tutors, nor do they want to use a tutor on their General
