Previously, when you could tuck commanders, it was known that your commander could be "taken away" from you. The general idea behind the change to tuck was to avoid this. But we still have one situation where you can have your commander "taken away" from you, and it's a very narrow space - so why not get rid of that situation/possibility?

Just because a rule isn't elegant doesn't mean it shouldn't exist. If you have an objection to it existing, that's fine. But not being elegant isn't a reason not to do it (especially since it's not like this is a final draft.)

I think you kind of answer the question here. It's infrequent, can be mitigated (it's not like Worst Fears is guaranteed Commander exile) and pretty clearly an antisocial move. Writing an inelegant rule to 'fix' it just isn't worth the text space.

Losing your commander is far from the worst thing that can happen to you under Worst Fears. At that level of frequency, we'll live with it.
