Out of curiosity, which cards are not banned mostly because of their "other redeeming factors?" Are they the relatively harmless but expensive cards like Timetwister? Or the annoying but easy-to-acquire Deadeye Navigator?

And why are Painter's Servant and Protean Hulk not among them? (I realize the answer to this question is in the following paragraph, I just wanted to whine a little)

This particular line sounds more like an "Other" category, leaving the writer with the capacity to make a judgement given extenuating circumstances. Being a philosophy document there may not currently be any cards fitting this description, however, the existence of this line gives us an out if needed.
