Will this rule change apply to commander as well?

Edit: the reason I ask is I remember a time when commander kept a seperate mulligan in the form of partial paris. I assume it will change but it pays to ask first.

Yes it will, barring the EDH RC doing something. Commander doesn't have its own Mulligan rule anymore.
