The details in that section are like most of oracle text, it's not there to change the rules, it's there to explain common questions for how they work. I believe that part is there not because the Colour identity rule is inconsistent, but because people don't know how the rules for hybrid cards work.

Hybrid cards are excluded based on the first 7 words of rule 3:
"A card's colour identity is its colour..."

All hybrid cards are the combination of the colours in their mana cost. Splitting Image is UG, Reaper King is WUBRG, dismember is B. This is true in all zones at all times from the start of deck construction to the end of the game. (Unless another effect ie. Painters Servant, changes it).

The reason this needs to be understood is that it explains why Hybrids is not an anomaly, which is what most proponents of letting hybrid into mono-decks see it as. Perhaps it was designed to be playable in mono coloured decks, WOTC staff have stated as much in tweets and blogs, and that all makes sense in a world where the colour of a card isn't important.

Colour is important in commander, it is for my money one of the 3 most defining characteristics of the format. So the opinions of people who dont care about commander, who dont design for commander (AKA MaRo) are not of much value to me.

I dont care if dismember makes sense for a GW modern deck, The selesnya conclave aren't going to dismember things like phyrexians, and they're not going to let some Boros Minotaur crash around the Vitu-Ghazi. The game treats hybrid cards as multi-coloured, so should we.
