want to pivot away from the Madness part of the 2019 Madness deck and make it a more control or combo Self Discard. Aside from Archfiend of Ifner and Malfegor what non Madness cards take advantage of self Discard?

This may not be exactly the answer you're looking for, but as someone who's a Golgari player at heart, the first thing that comes to mind when I hear self-discard is recursion and reanimation. Get some fat stuff in your hand, dump it into the yard for value, and then bring it out to beat the snot out of your opponents. Get your Living Death, your Stitch Together, your Crucible of Worlds, and your Scrap Mastery and turn that supposed card disadvantage into just an extension of your hand.

Or just Survival of the Fittest. Or in black: Tortured Existence.

When I played Malfegor (this was a long time ago), I tried to leverage Hellbent cards. Being in topdeck mode was kinda bleh, but cards like Twinstrike felt real good (as did Anthem of Rakdos.

There are a few 'heckbent' cards now, as well. Hazoret the Fervent is a good beater.

Thanks, since it seems like their isn't alot of cards I'm looking for(hellbent and heckbent cards don't seem to me to have powerful enough effects for their cost and I was more looking for a card that said something like (when you discard a card do Y, which hellbent and heckbent don't)) I'll do Uktabi_Kong idea and go recursion

Tortured Existence + Dryad Arbor + Bone Miser + Golgari Brownscale = A REALLY good engine. But it's more Golgari than Rakdos.

Well, there are a few "flavors" for answering this question:

Discard Enablers/outlets
Search for:
Transmute Cards
Cycling Cards
Looting Effects
Reinforce Cards
Bloodrush Cards

Discard as a cost

Discard as an Effect

Discard Trigger
]Search for: "Whenever you/opponent/player discard" (choosing the noun as appropriate)
or
"Whenever put graveyard from anywhere"
Ruthless Sniper
The Haunt of Hightower
Faith of the Devoted

Hope that helps

The last couple posts are starting to drift... if Anje Falkenrath's the Commander, you don't need more discard outlets, you need more things to do with the discarded cards (which is what I'm pretty sure the OP was asking for).

Besides playing reanimator, the other big tool for leveraging the graveyard in RB is the flashback/pseudo-flashback cards. Stuff like Recoup, Yawgmoth's Will, Mizzix's Mastery, Goblin Dark-Dwellers, the few relevant aftermath/retrace cards, etc.

Sorry if I over-reached. I did not interpret the OP as that he was remaining with Anje Falkenrath (since "discard without madness" implies a different general) so I was just trying to give examples of different ways to use discard in general. Since others had covered "what to do with all this stuff in the GY," I tried to focus on different ways to use the act of discarding. Just a breadth of options thing, I guess.

Maybe they'll come back and clarify...

Maybe I was the one who misunderstood... re-reading the OP, he didn't say he was using Anje. I assumed since he was looking for something "to take advantage of self discard," they'd either be using Anje or Chainer. Neither of those gain much from adding discard outlets, but rather need extra ways to discard for value. But Greven could also play out as a graveyard value deck, and it'd be way different.

...so yeah, maybe the OP can throw us a bone :P

On a side note, Chainer, Nightmare Adept seems like best friends with Garna, the Bloodflame and Dualcaster Mage.
