Yup. Tezzy is the PW version of Arcum Dagsson. Better for some things (tezzy basically got haste and d the job alone), worse on others (CMC limits based on the number of loyalty points). That's why I am never tired to repeat that Social Contract is so important in this format, the glue that prevent the game to collapse to himself .
The flavor of the variant sounds very good, but looks to me a bit clunky. I would work to keep strictly only the rules that gives a positive and intuitive resonance on the flavor/gameplay, while I would take out some stuff that would create just more memory issues than anything (like the lieutenant buff for example imho).
