Can I tap for colours outside my commander's colour identity?
or even just using gilded lotus to produce red, when your commander is mono-blue.

I've been digging around the net for ages to try verify this, apart from old content (2012+) there has been a historical rule of:
"When you produce illegal colours outside commander colour identity, it produces colourless instead".

But lately, there has been hearsay indicating there was a "rules change" and that you can now:
"Produce mana outside of your commander's color identity", is this true?

If not, where can I find the rules explicitly stating this?

commander.net doesn't seem to mention this explicitly (or at least I couldn't see it).
Nor does the 903. Commander section located at:

The rule you are refering to (formerly rule 4) is gone. Have fun with all your colors of mana. (This does not change what cards you can actually include in your deck. Color Identity remains unchanged.)

The reason you cant find rule about it is because there isn't one any more. Commander follows the same rules for the production of mana as all other games of magic, which means if the object you control can produce a colour of mana, you are allowed to produce that colour of mana, have it in your mana pool and use it normally.
