At the moment, the rules for EDH (http://www.dreamwizards.com/edh.html) are updated when Sheldon requests changes. Most of these suggestions come from decisions made by his local play group and some come from PT Judge play.

Is there a better way to modify the rules? Would a committee like 5C has be an improvement? A mailing list for people to discuss suggested changes?

Right now I think the community is small enough that most changes could be discussed openly, and almost be taken via a public vote once a decision has been reached on whether or not to make a change. This enables the concerns of the community to be addressed and considered, without letting it fall to the decisions of a few people (which, IMO, is one of the larger problems in 5C, where usually only a few people discuss and decide upon changes).

In the future, if the community becomes larger and it becomes necessary to institute some kind of "Rules of Order" on the adoption of changes, then perhaps a committee might be needed to review suggested changes and clear them for public vote. But, ultimately, I think that body would simply take suggestions from the rest of the community and once reviewed would then put them up for public vote. That would enable the community to still be able to suggest and make changes, with any committee simply reviewing and then approving changes for voting.

Sounds good!

Note that this forum is capable of holding such a vote, be it for a policy decision or just to gather opinion.
